feat: configure sequencer p2p to be exposable #143

Chart update to the service makes it possible to expose IP on p2p service

This LGTM but would like to understand what testing we've done on this.

I've run this on the deployed dev.astria.org cluster and started up a local non validator node running on baremetal as well as k8s locally which was able to start syncing blocks from the node run in GKE cluster.
