Create wavelet and measurement operator factories for main executable

The failing test in wavelet operator factory is fixed by the sopt pull request https://github.com/astro-informatics/sopt/pull/179

Looks good! Can we also do the same for the GPU measurement operator factory and the wavelet operator factory?
