Test on Ubuntu 18.04 #146

This is the latest Ubuntu release and it's a LTS! Everything should work there! I propose to use that one (and their basic libraries) as our lower boundary on version support.

Let's make sure that basp-group/purify#18 doesn't happen again.

openmpi3 is not available under 18.04, only from 18.10. Building instructions on the .ci/build_openmpi.sh
