Workflow dispatch not working on cmake workflow #310

We have the workflow_dispatch in the cmake.yml workflow to use Tmate, but it doesn't seem to show up as runnable on the Actions page.

Might be because the action in the development branch doesn't have the workflow dispatch bit. This would be closed by #302
