Update clang-format on github actions to latest #323

clang-format is currently at version 10.0.0 on Ubuntu 20.04 installed on the github actions. It conflicts with the style changes to source code when formatted with a newer version.

Consider upgrading the clang-format linter on github actions to the latest,
