Spectral window #50

It should correct for the spectral_window_id problem. But it will likely create conflicts with stuff you are working on, since it's all in the same file. So please merge at your convenience.

@mdavezac So it looks like https://github.com/astro-informatics/purify/pull/50/commits/8f6ccfdd9e2824e710ee6c123138d1a5b62bffc3 removes a lot of functions. Are they replaced?

You are not using them. The same functionality is handled by ChannelWrapper, rather than MeasurementSet
