Providing a starting point for merging in the primal dual examples.

The primal dual random coverage example is now converging, the other two (simulation and reweighted_simulation) should also work although they have yet to be tested.

The line: set(Sopt_GIT_TAG primaldual CACHE STRING "…" FORCE) Should be remove from LookupSopt.cmake before this is merged with the master

This is now ready (at least from my perspective) for merging with the master
