Create python-app.yml #16

This is the standard python-app.yml that GitHub offers for Python packages, with just the addition of poetry shell before pytest.

Will add a pipenv shell; pytest to also support pipenv users.

PR #15 needs to be merged first.

I guess this can, after all, be merged before #15
