If a scroll causes the URL bar to show or hide, when the touch is released the sticky footer jumps up or down and quickly back into position.
This directly or indirectly caused by the resizing of the viewport hat occurs when the URL bars is shown or hidden.
It seems this only happens when the container has 'overflow: scroll' set.
