Make a measurements table

We need a table which is a placeholder for a typical measurement. Maybe Parallax?

Design decisions it should demonstrate:

• asymmetric error bars
• units in field names
• adopted column

It's also needed so we can add some scripts related to the adopted column in the astrodb_utils repo.
