Document how to use `check_spectrum_plottable` function #74

I have folks who I want to start using the check_spectrum_plottable function ASAP.

The function is in the code, but not currently in the API docs. @arjunsavel , How do we get it to show up there?

Also, if we wanted to have a dedicated Sphinx page to discuss spectra utils, how would we do that?
