Create Osmium-Solidhunter documentation website

Description

Using a react/next framework for documentation (example : retype), a documentation website must be created.

A RuleDoc component must be created to handle the json produced by solihunter cli (#190).

The identity guidelines must be reflected in the website colors and it should be able to handle future products

Definition of done

• [ ] The website is accessible in localhost when using the start script
• [ ] The website can be built to static files using a script
• [ ] The website displays the rules documentation in a specific category

QA

• [ ] UI of the website
• [ ] Check if graphical identity is respected
• [ ] The build output can be uploaded on any static files http server
