Move this upstream to Scientific Python #33

I have inquired with Scientific Python whether they can host this useful tool, so it does not live in an individual account with single point of failure. There seems to be some support.

We can keep @astrofrog as main maintainer. I have also volunteered as co-maintainer if Tom does not mind.
