Implement pure-Python TIFF parser #8

Writing a pure-Python TIFF parser will be a bit harder than JPEG and PNG, but it can be done.

Hi Astrofrog: How close is this feature? I have an older version of a pyavm library that works on tiff and jpg files. I was hoping to update with this package.

@nrawolk - I haven't had a chance to work on this unfortunately, and I don't know if I'll have time in the near future, but let me know if you would be interested in working on that!

@astrofrog : Possibly, Working at Chandra as new EPO imager Scientist. Looking at the Python-avm-lib as well, but this may be out of date.
