Place x ticks on major axis of elliptical frames #210

This prevents right ascension labels from crowding together at the poles of plots in Mollweide and similar projections.

There is a new example in the docs that shows what this looks like: custom_frames-2

Fixes #191.

The test failures appear to be unrelated to the change.
