"To" label overlaps for Bcc-only email #674

When composing an email with an empty To: field and only Bcc:, the labels overlap in the edit mode window.

How to reproduce:

  1. Compose a new email
  2. Leave To: empty
  3. Create Bcc: header, enter some email address
  4. Leave editor to return to astroid

Result: To: field overlaps with Bcc: field
