Proper swig version not found when building packages #25

Reported by @RafalSkolasinski: The message Error: No packages found in current linux-64 channels matching: swig >=3.0. appears even if swig 3.0.5 from @oliveirarodolfo is installed. Having it installed is not enough, so I will have to provide the recipe too.
