Current DAGs in Ask-Astro don't use OSS Weviate provider. Implement AskAstroWeaviateHook which inherits from WeavaiteHook from OSS.
Add ingest data function to AskAstroWeaviateHook.
Add upsert data function to AskAstroWeaviateHook.
Use AskAstroWeaviateHook as the taskflow API for ask-astro-load.py
