[ ] Separate dev and prod in cloud flare. Prod should point to cloud build of prod in GCP and dev should point to dev of GCP

When setting up or editing the Cloudflare Pages project, we can specify the branch to deploy. However, I could not find a way for Cloudflare Pages to support deployments based only on tags directly from its UI.

Each PR on ask-astro has dev URL of the deployment and we plan to use that going further: https://github.com/astronomer/ask-astro/pull/42#issuecomment-1766143742
