Show "what's new" type blurb in UI to each user after updates #53

To help highlight the new things brought in with each update, we should explore showing parts of the changelog to users in the UI after each runtime upgrade.

Random thoughts:

New doc, split per major version on updates.astronomer.io
This plugin can track which users have seen the updates
