Add MOC filter and alignment methods

• Adds functionality to filter a pixel tree by a MOC
• Adds an alignment method which aligns two pairs of pixel trees and uses their MOCs to filter to the pixels that match the higher order coverage
• Adds an align function to catalogs to perform an alignment using their pixel trees and MOCs if available
• Adds to_moc function to convert a pixel tree to a MOC
