Added capability to define a broken power law for the extinction law (RedLawBrokenPowerLaw class in reddening.py, plus associated test functions and documentation). Also fixed minor but in get_kurucz_atmospheres in atmospheres.py, adding a "rebin" keyword as expected by other SPISEA functions.
