Add ZTF G, R, and I filters #9

These commits add support for ZTF G, R, and I filters including:

Uploading transmission curves in a newly created filt_func/ztf directory
Adding filters.get_ztf_filt function for parsing those transmission curves
Amending synthtic.get_filter_info to detect and return ztf filters
Ameding tests.test_models.test_filters to include ztf filters

Filters ztf,G, ztf,R and ztf,I have been successfully run through tests.test_models.test_filters.
