update DOI for v2 of APE14 #102

Just what it says on the tin. 6 years late, but hey better late than never?

Note the DOI wasn't working as of the moment I submitted this (https://doi.org/10.5281/zenodo.11566733), so we shouldn't merge this until it's activated. (Zenodo takes a certain amount of time to do it, a bit ambiguous how long...)

The README.rst file also contains a date in the index. The data still reflects v1 of the Zenodo entry:
