[DISCUSSION] Cycle 4: Decide what we do differently this cycle. #12

Brain dump here things which you think should be different in Cycle 4.

I think we should ask people to put in ideal period of performances. E.g., I am ok with this same level of effort and this same funding mechanism for up to 3 years. Or, Since I'll be switching institutions/jobs next year, this commitment level is just for one year.

This enables two things.

  1. It makes it so that we could have 2-3 year subawards and contracts rather than doing new ones every year.
  2. It helps us budget for the future.

Make the COTR role explicit and clear from the beginning. COTR document

Last time, we had a comment period between "draft" funding requests and final ones. Nothing really changed during this period. I propose that we just have ONE deadline and that if we see duplicates or something, we can suggest modifications.

Alright, see https://github.com/astropy/astropy-finance/tree/cycle4, which we can use as a working space for drafting cycle 4's call. I've added a section that was missing last time about what happens after a proposal is accepted, which is where COTR comes in. We need to fill the rest of that out though, which will require some input from the CoCo.

I added some words also about PoP, although probably that needs to go in the template (which I haven't worked on yet).

w.r.t. https://github.com/astropy/astropy-finance/issues/12#issuecomment-1828517236, though... I don't agree, I think some substantial changes did happen in that period - mainly some proposals were scaled around a bit and .

That said, I think all of that happened in the first week or two, so maybe we scale it back from 6 weeks to 1 or 2 weeks? (I think it was 6 weeks before mainly because it hit a long vacation window?)
