Fixing documentation and message template for adding new members #447

Adjusting the wording in maintainer letter that has not been adapted to the procedure from #436; also fixing a (I think) grammar mistake in the policies document. Also several of the documentation links in the letter template have been broken following astropy/astropy#16561 – thanks for reporting, @neutrinoceros! Not all of them have exact equivalents in the restructured docs, so I tried to substitute the most useful counterparts.

Do we really need two whitespace after period/exclaimation/etc?

No idea; some style guides recommend it I think. I don't care, just stuck to the style it was already written in. I do prefer \nonfrenchspacing in LaTeX, but that is inserting something longer than a single space, but less than two full spaces. The markup renderer does not seem to bother at all, so we can probably cut it.
