Add governance section #16

Just what it says on the tin!

Note, the first commit adds the aastex .cls file because that can't be found any the "standard" latex repos (or at least, tectonic didn't find it). That seems more reproducible to me, but if that's violating the intent here just say the word and I can remove the commit. (I think that's addressed to @adrn ?)

FYI, I got snakemake to work by upgrading to the latest version (see #15).

I think it still might be useful to leave it in for reproducibility reasons. But if @pllim and @adrn disagree this isn't a hill I will die on or anything.

It is 7k lines of stuff I'll never use, but it is also not a GB FITS file, so 🤷 . I'll defer to @adrn or @nmearl .
