Sync Affiliated Package registry and update its table in paper #91

Why do we have a copy and do we need it, @adrn ?

I have updated the canonical copy over at https://github.com/astropy/astropy.github.com and a few more updates pending as PRs. Do we have to keep these two copies in sync until publication?

It's used to generate the affiliated package table by https://github.com/astropy/astropy-v5.0-paper/blob/main/src/scripts/affiliated-registry.py -- I included a copy because it usually doesn't change on ~week timescales, so I didn't think it would be an issue. We could copy it in to sync the new version (easy) or update the script to pull the latest version from the astropy.github.com repo.
