What is a "Provisional" affiliated package? #28

In the table of affiliated packages, there is no explanation of the "Provisional" column.

OK, I see that "Provisional" is defined below the table. But it still wouldn't hurt to add one sentence to the table caption saying '"Provisional" is defined below.'.

Thanks @weaverba137 - I fixed this directly in master by adding an explanation below the description of "Stable", so it should appear of http://affiliated.astropy.org shortly.
