Add info about NASA grant and changing climate wrt OSS support #578

I dug a bit more on the web... I'm reporting here what I found, in case it may be useful for someone else.

The most recent OSS policy from NASA apparently is https://smd-cms.nasa.gov/wp-content/uploads/2023/08/smd-information-policy-spd-41a.pdf Items G and H page 8 state

Thanks @pllim for opening the issue. Please, note that I'm not sure all the refs are still relevant... the last one in particular is available from an archived site....
