Add info about NASA grant and changing climate wrt OSS support

I dug a bit more on the web... I'm reporting here what I found, in case it may be useful for someone else.

The most recent OSS policy from NASA apparently is https://smd-cms.nasa.gov/wp-content/uploads/2023/08/smd-information-policy-spd-41a.pdf Items G and H page 8 state

• "SMD shall foster and encourage contributions and engagement with the open source community from all Federal employees, contractors, and grantees. This includes leveraging existing open source software and communities"
• "SMD should foster and encourage contributions and engagement with communities and organizations setting standards and best practices."

From https://science.nasa.gov/researchers/open-science/science-information-policy_faq/ "NASA personnel can contribute to work-related open source projects with approval from their manager."
