This is to address concerns starting around https://github.com/astropy/astropy.github.com/issues/580#issuecomment-2015417745 .
This reverts some of https://github.com/astropy/astropy.github.com/pull/573 by removing the legacy page, rebranding "legacy" as "pre-APE 22", and moving the pre-APE 22 listing back to main affiliated page.
I apologize for any concerns caused by #573 .
