Add astropy to requirements.yml #94

Failing on python3 because the conda skeleton-generated recipe includes an import test for _compat_fraction_py2 which is not included in builds for python 3.

Fix will be to create a recipe template for astropy and delete that test.

I think the action is at https://github.com/OpenAstronomy/conda-channel now and this repo will be removed at some point.
