It would be nice to keep track of changes in the package-template so that affiliated package maintainers can see what has changed between tagged versions (other than by git history). However, maybe a CHANGES.md file would be confusing since it would conflict with the affiliated package's own CHANGES.md. Does anyone have another suggestion? We could put this in the README file or in the astropy docs on affiliated packages. Any thoughts?
