When not initializing repo, download ah_bootstrap.py #407

If the user answers 'n' to creating the git repo, we should download the appropriate ah_bootstrap.py file manually so that the package still works.

This should be done before we tag, makes me feel very uncomfortable to provide a template that does not work.
