Fixing Issue #450 #452

This is a (temporary?) fix to issue #450. It suppresses plots from being generated when running tox -e build_docs

The errors don't seem related but I also don't know why it is appearing now. It cannot find the LICENSE for parsing in setup.cfg.

Ah, I get it now. You opened PR against the wrong branch. I am closing this. Please open a new one against cookiecutter branch. Do not use master.
