Errors in 3-clause BSD license template

BSD3.rst does not match https://opensource.org/licenses/BSD-3-Clause:

• Clause 3 incorrectly refers to "the Astropy Team" instead of "the copyright holder"
• Clauses should be numbered
• Obsolete copyright symbol and "All rights reserved" statement
