Remove deprecations from the psf subpackage #1774

This PR removes the deprecated BasicPSFPhotometry, IterativelySubtractedPSFPhotometry, DAOPhotPSFPhotometry, DAOGroup``, ``DBSCANGroup``, and ``GroupStarsBase``, and ``NonNormalizable`` classes and the ``prepare_psf_model``,get_grouped_psf_model, andsubtract_psf`` functions.
