Removing docs/sphinxext #102

Now that pyregion is using astropy and its infrastructure, I feel that these aren't required/used.

Coverage Status

Coverage remained the same at 63.13% when pulling 6a6f6e1e281eb05995b13b9e6a1befef4e9307b7 on bsipocz:docs_remove_sphinxext into 447bf484c1ab0a7f53ac106a8524bde54b607e07 on astropy:master.

I tried this locally and the Sphinx build seems to work just fine (no warnings, same HTML output).

Merging this now.
