Move kapteyn_celestial.py to extern and fix coveragerc #90

This PR:

moves the bundled file pyregion/kapteyn_celestial.py -> pyregion/extern/kapteyn_celestial.py. Having bundled files separate in an extern sub-folder is the standard practice in astropy and affiliated packages.
exclude that extern file in coveragerc, to get a more accurate coverage report. Currently the coverage goes from 52% to 61%.

I'll merge this as soon as travis-ci passes, should be an uncontroversial cleanup change.

Coverage increased (+12.7%) to 63.243% when pulling 616617dd1ea6d4fc64fed6f5d858bbdc0747a51e on cdeil:extern into be364daf88addb5e36d161532a0d69ff706c6dcd on astropy:master.
