Patch release for v0.16

For the coming Euclid processing we would need a SE++ v0.16 version with:

• depending on Elements 6.0.1, meaning Alexandria 2.23.0 or 2.23.1;

• 438 fixed;

It would be sufficient to do this in the Euclid distribution only (if this is easier).

Hi Martin. 0.16.1 is in EDEN (3.0).
