Name the new concept

Data Dissemination

Proposed definition:

Processes related to moving astronomical data from where it is produced to researchers analysing it; this includes archiving, metadata schemes, data formats, discovery protocols, retrieval APIs and software for any of that, on either the server or the client side.

Describe where the concept fits within the existing hierarchy

In principle, operating (analogue) plate archives or even classical libraries would count as Data Dissemination as defined here. I can't seem to find a concept to use when tagging publications on these in the current UAT, so perhaps we should explicitly include such cases (although you have my sympathies if you argue that astronomical libraries do a lot more than data dissemination).

If we do, I'd say the concept should be pretty far up, perhaps as a child of Methods (1043) or even Instrumentation (799). If we don't, I'd say it could be a child of Computational Astronomy (293). Based solely on the potential siblings, 293 seems preferable to 1965 (methods), but if someone were to champion 1965 as parent, I'd not argue.

Provide 1-3 supporting articles

Clearly, most VO DAL standards would use this (e.g., https://ui.adsabs.harvard.edu/abs/2019ivoa.spec.0927D/abstract). It would also be a useful concept for method papers (e.g., https://ui.adsabs.harvard.edu/abs/2022arXiv220101732L/abstract) or project-specific documentation (e.g., https://ui.adsabs.harvard.edu/abs/2022tess.conf11110T/abstract).
