- move astrometry.net tools out of core to the pverify since it is the only repo that uses it (astroufsc/chimera-pverify#1)
- fix imports on chimera-seeing and chimera-weather
- delete some unused utils
- move meade exception to meade (astroufsc/chimera-meade#3)
