Reorganize Module Categories #189

I think it's time to rethink some of the categories that Ares adds. There are some that are filling up with things (Util) and some that are basically placeholders for a few functions (Reinforcements, Save/Load). I think re-organizing the Ares module categories is probably a good idea.

On this topic, but possibly a separate issue, It would be nice if all menus in Zeus were default collapsed. It seems like some menus (like modules) will automatically collapse to the top level, but others (units/groups) only collapse to the second level.

When you're navigating the menus while running RHS, Isla Duala, CFB etc., it becomes a major pain in the ass to find what you're looking for, because every "Faction" has it's own 3-4 items that are expanded every time you open the zeus interface.

Anyway, if there's any way to do it, I think it would be super helpful.

Reasoning:

There are probably a bunch of these that can be removed/combined (I'm looking at you teleport and arsenal!) but that's a different can of worms.
