Fix empty backpacks #19

Most of the backpacks are empty. They shouldn't be. Especially for ammo carriers. Try to leave some space for players to add their own stuff.

AT and AA Ammobearer currently have the 'B_Carryall_mcamo_AAT' and 'B_Carryall_mcamo_AAA' bags. These aren't really skinned right, but I don't have a cadpat carryall ATM.

(Created #27 to fix that issue, but as far as no longer being empty this is OK now).

First pass complete on TW units. Need to convert them to JTF2 settings as well.
