Since we can't have JUST arsenal, drop it in along side VAS.

Maybe investigate some other alternatives.

ASORGS might be a reasonable alternative. I had some issues getting whitelisting/blacklisting to work correctly in our JTF2-Template mission though. Might need to be investigated further.
