Add support for TFR as a required mod for public play

I think the following needs to be done:

Add TFR boxes if the mod is running (Or maybe look into actually getting them to spawn as the radios!)
Add settings to ensure we have radios initialized correctly (same freq. per squad, TL's on same freq, etc..)
Add support for kicking players not running TFR - preferably with a message of some kind

It would be awesome if this could be done in a way that was automatic and didn't require a branch of the map!

I think this is working. How it works now:

TFR boxes show up if server is running TFR (4 of them)
I think the server has the setting to sync radios automatically. Otherwise we'll have to just mark on map.
Players not running TFR have their weapons removed and a non-dismissable message that they need to run TFR
