Generic Geo Encoder #53

Going to be looking into making a generic version of the Geo encoder and parser

To DO: in parser -move reverse_geocoder_parser func to component class of parsers

in google geocoder -move create_URL func to component class url builders -rename geocoder (remove google from name)
