Total scope of work:

Deploy asumobile.js file to assemble the mobile menu elements once the page has been loaded.
jQuery solution, not a JSON solution. Keeps the methodology of doing this work inline with other ASU Engineering products.
Altered view at the 990px mark to no longer display the side navigation.
Adjusted global header and footer CSS for additional look/feel concerns.
