Performance Drop with BlazePose RunBackground On #279

Environment (please complete the following information):

Describe the bug Performance with RunBackround toggle On provides with worse performance as compared to the toggle Off.

To Reproduce Steps to reproduce the behavior:

  1. Select RunBackground toggle On
  2. Build Android
  3. See performance drop (visual frame lag)

Expected behavior RunBackground On should provide with much better performance, as expected to the older versions of the repository.

Additional context This was also marked in the issue #243.
