Chart: Lead time for change #8

Users can see and interact with a chart displaying data on "lead time for change". This chart includes both a scatterplot and line charts. Ranges are also visualized as well as average/mean and goal.

Data for scatterplot will be individual issues tracked for each GitHub repository. If we can break down issues by type/tag, then we can display those separately.
